Resorts enjoyed their exclusivity for quite awhile because the legislation required that new casinos also operate hotels with at least 500 guest rooms. This portion of the law was designed to provide more potential jobs for local residents and keep the cost of entry high, in the belief that only more substantial operators would be interested in, or able to finance casino construction.
